Convert an Italian Immigration Permit From Student to Work

Q: Can I convert an Italian Student Immigration Permit to a Work Permit?  

A: It is possible to convert a Student Immigration Permit to Stay (PdS) to a Work PdS. Such conversion represents an important opportunity for foreign students who, for example, wish to pursue their career in Italy after completing their studies. In this case, the applicant is not required to apply for a work visa through the Italian Consulate. However, a series of requirements must be met to obtain this conversion, including completing a specific education program and obtaining the necessary documentation from the relevant authorities.   

What are the main requirements?   

To apply for the conversion of the immigration permit (PdS), the applicant must have completed a course of study in Italy that grants at least 60 university credits (CFU). For example, there are 1-year master programs with annual tuition starting at € 4,000 that meet that credit requirement. The course must be accredited as a study program, not merely a language course. This requirement ensures that the student has acquired sufficient education to enter the Italian work market. 

What are the options for employment status when applying for a residency permit (PdS) conversion?  

The conversion of the immigration permit (PdS) can be requested by people intending to work as an employee and by people who wish to start their own business as a self-employed worker, like a consultant or a contractor. In the first instance the applicant must have already found a job opportunity whereas in the second instance he/she must have plans to start a business or professional activity. In the case of an employee position, the employer must demonstrate a valid job offer or contract for the applicant, while in the case of self-employment, the applicant must prove the ability to start and maintain a business or professional activity.  

How do I start the immigration permit conversion process?

One of the key steps to obtain the immigration status conversion is to obtain a Nulla Osta issued by the local Immigration Office (Prefettura). Although a Nulla Osta is required, and although in Italy there are strong immigration restrictions setting very low numbers of work visas that can be issued every year (known as Decreto Flussi policy), the PdS conversion does not go under the Decreto Flussi policy.   

In certain circumstances, it is possible to apply for an immigration permit conversion from “studying” status to “looking-for-a-job” status. This type of conversion is intended for those who have completed their studies and are looking for employment. The job-seeking permit allows the applicant to remain in Italy while looking for a job and to convert it to a work permit once employment is found.
