Comprehensive Guide to Invest in Hospitality Real Estate in Puglia with Public Grants and Financing

Unlock Public Incentives to Launch Your Puglia B&B or Hotel with Minimal Capital

In a strategic move to enhance tourism infrastructure, the Region of Puglia has launched a generous public grant program designed to support domestic and international investors interested in acquiring and renovating eligible properties for use as B&Bs or small hotels. When paired with accredited local bank financing, this initiative allows qualifying investors to launch a real estate project with only 25% of the total investment paid upfront which can be recovered, tax-free, by the second year of operations.

This guide focuses on the B&B option and outlines the full investment process, from property selection through grant disbursement, including how Studio Legale Metta can provide full legal and strategic assistance throughout the entire process.

Investment Overview and Step-by-Step Process

1) Identify a Suitable Property

Eligible properties include those in need of substantial renovation, ideally traditional structures such as trulli or masserie. The grant prioritizes projects that:

  • Restore and preserve local architectural heritage
  • Increase tourist accommodation supply
  • Promote energy-efficient hospitality solutions
  • Support small-scale operators (5–6 bedrooms)

Important: Do not execute a purchase offer or commitment to buy a property before obtaining grant preapproval. We will guide you on securing a property via contingency agreements and purchase options compliant with grant requirements.

2) Incorporate a Legal Entity (Special Purpose Vehicle – SPV)

The program requires an Italian legal entity to apply. We assist clients in:

  • Advising whether a new Italian company is preferable over existing structures for tax, compliance, and administrative efficiency
  • Preparing the existing Italian legal entity or incorporating a new Italian legal entity, usually an Italian limited liability company with minimal capital, from €1 to €9,999, and no notarial costs

3) Apply for 40%-50% Public Grant Preapproval

We coordinate the preparation of your preapproval application, including:

  • Renovation and business plans
  • Alignment with grant program goals
  • Compliance documentation
    Grant ceiling: €5,000,000

4) Secure 75% Mortgage Preapproval

Accredited banks finance up to 75% of your total investment (property acquisition, renovation, and furnishing) with these terms:

  • Interest rates: 3.5%–5.5%
  • Interest-only period: up to 24 months

We manage the coordination of grant and financing applications in parallel with a contingency purchase contract to streamline the preapproval processes.

5) Purchase, Renovate, and Furnish the Property

Upon receiving preapprovals, you would finalize your property acquisition and launch renovations.

  • We draft and review all contracts to include required grant-compliant provisions
  • We assist in selecting and coordinating with professionals for construction, furnishing, and administration

Note: The final inspection must confirm full compliance with the approved grant specifications plan to disburse the public funds.

6) Launch Your Short-Term Rental Business

Once the property is ready, secure the necessary operational licenses and certifications:

  • Certificate of occupancy (agibilità)
  • Energy certificate (APE)
  • CILA (short-term rental authorization)
  • CIR and CIN (regional and national hospitality IDs)
  • Hire at least one staff member (as per grant requirements)

7) Apply for the Grant Disbursement

Upon becoming operational, submit your grant disbursement application:

  • Demonstrate full adherence to the approved project
  • Provide financial and operational documentation
  • Commit to a minimum three-year business continuity
  • Receive up to 50% of your investment back—tax free

8) Operate and Reinvest

Continue managing your hospitality business and collect your passive income with full ownership and flexibility. There is no restriction on reapplying for additional properties under the same grant and financing programs. This model is scalable. You can either pocket the disbursed grant money or you can use it to repeat the investment with one or more properties, subject to regulatory compliance and performance.

9) Deadline: Program Ends in 2027

The Puglia grant is funded through EU Regional Development Funds and is currently expected to expire by the end of 2027. Grant preapproval must be obtained before the program closes.
