Answer: Yes, there are several options.
European Loan
We have worked on many transactions with Italian banks giving loans to foreign investors. Some offer loans in US dollars and Euros.
Recent EU legislation added some compliance formalities that are difficult and time consuming to be satisfied when the borrower is not a EU resident. However, with the help of an experienced consultant it is often possible also for a US resident to get a loan from an Italian bank.
US based loan (US collateral)
Should you like to get this resolved more quickly, and possibly tied to US$ currency, you could deal with a US based financial institution, especially if you are able to offer a US based collateral asset as security.
US based loan (Italian collateral)
Some US based institutions are also able to offer loans using an Italian asset as a collateral. In our experience traditional US based banks do not offer such option. In order to get financing using an Italian property as a collateral in general you have better chances applying with a private equity company or for a venture capital product.
